Halff has teamed with 11 local, regional and state Cooperating Technical Partners (CTPs) in Texas and Louisiana. Halff’s success in expanding its CTP footprint has followed the geographic growth of the firm. Halff currently serves all active nonacademic CTPs in Texas, including the TWDB (State CTP); Cities of Austin, Dallas, Fort Worth; Guadalupe-Blanco River Authority (GBRA); San Antonio River Authority. (SARA); North Central Texas Council of Governments (NCTCOG); and Harris County Flood Control District (HCFCD). Halff was also the consultant to the Cities of Arlington and Grand Prairie until the completion of their programs.
In 2020, Halff was selected as the CTP consultant for the Louisiana Department of Transportation and Development (LADOTD), the State CTP, at a critical point in their program. Louisiana is in the early stages of a statewide watershed modeling effort. Halff is working with LADOTD to identify ways to leverage the data to support their CTP program goals. Halff is working with LADOTD to plan and scope the communities’ immediate needs, including:
- non-modernized parishes
- levee accreditation issues
- complex riverine and coastal flooding
The contract also includes supporting the State National Flood Insurance Program (NFIP) program and working with the NFIP coordinator to develop ways to help their communities prepare for disaster. Through these partnerships, Halff has delivered every phase of Risk MAP, including base level engineering (BLE), discovery, flood risk identification, regulatory updates, post preliminary processing and mitigation projects.
