Halff performed environmental services for the redevelopment of 31 acres of industrial and residential property for the MD Anderson campus development.
The site comprised three properties: one that included a historical residential development and industrial facility; one historically occupied by a solvent facility, truck yard and warehouse facility; and one impacted by an off-site petroleum storage tank facility.
The Halff team performed Phase I Environmental Site Assessments (ESAs), Phase II subsurface investigations, remedial alternative evaluations and implementations in accordance with Texas Risk Reduction Program (TRRP) requirements, and Texas Commission on Environmental Quality (TCEQ) coordination.
The project also included environmental services for construction of subsurface utilities associated with the development through impacted soil and groundwater. The utility corridor was located adjacent to the historical solvent facility and truck yard, so petroleum hydrocarbon and chlorinated solvent contaminated soil and groundwater were environmental concerns.
Technical services included the development of conceptual alternatives to mitigate potential impacts resulting from construction of subsurface stormwater lines and communication duct banks through the affected zone, implementation of In-Situ Chemical Oxidation (ISCO) to reduce contaminant mass in soil and groundwater within the construction zone, and the development of a soil and groundwater management plan to guide contractors during infrastructure construction.
The project included the preparation of TCEQ plans and reports, obtaining required regulatory authorizations and providing regulatory coordination. Halff also performed an evaluation to determine the potential for reuse on-site of excess soil generated during construction and an evaluation of alternatives for treatment and/or disposal of impacted water resulting from dewatering activities during construction.
